It takes a full year as a Level 1 (Regional) and the completion of the Provincial Upgrade Mentorship Program before referees can sit the test for Level 2. The successful completion of their Level 2 Badge allows these referees to R1 at senior High School, OVA 13U-18U youth competitions, Ontario Championships, High Performance Centres and Ontario Summer Games.
