Tiers 1, 2, and  were determined using the results from the Bugarski Cup. Teams were seeded within these tiers using an average from their best two results (OVA points system) except for the top 4 teams that were not subject to upward movement.

Tiers 3, 4 and 5 were determined by thier average from the best two results.
