Tiers 1, 2, and 3 were determined using the results from the Bugarski Cup. Teams were seeded within these tiers using an average from their best two results (OVA points system) except for the top 4 teams that were not subject to upward movement.

Tiers 4 and 5 were determined by thier average from the best two results.
